Urban public Spaces can be known as the most important Context of communication and interaction between humans and resolving the urban communities’ requirements like the experience of urban public life. Since one of the most important current needs of human being is the possibility of interacting with public space and the society, identifying the essence of these spaces, the qualities and characteristics and also the changes and evolutions, issues, problems and challenges against them seems necessary. This research is trying to recognize the Contemporary Urban Public Spaces in Tehran and analyze related categories by “Grounded Theory” Method and studying the documents, collaborative observation and interview with the actors in Tehran Urban Public Spaces. According to the results, the biggest challenge in these Spaces is not having “Balance and Justice” among different aspects and categories. Tehran Urban Public Spaces cannot be known as balanced and Justly Spaces because when a space has not reached to the final level of quality, satisfaction and desirability, it cannot have balance and justice in all aspects and categories. Contemporary Public Spaces have faced difficulties by different effects and are in a level of transition. These Spaces have serious problems in communication and interacting with people, they haven`t been matched with their context and do not have balanced and appropriate rules and politics. Today we should accept each space that can respond even a small part of human needs, as an Urban Public Space but the quality and also reaching to the real aspects and criteria of an ideal Space can be discussed.

The constitutional period is the beginning of the emergence and expansion of cultural modernism and modern rationalism in Iran. As political and social themes found their ways in to the lyrics and music, the political discourse of the constitutional period was developed in the context of music and literature. The national songs were a powerful tool for expanding the message of Constitutionalism. According to Foucault's methodology, the order of discourse or "power" has been able to generate different discourses in the field of music. The main question of this study is what musical discourses have been developed in this period? Iranian music discourse altered by the influence of revolutionary lyrics and poems of musicians such as Aref Qazvini in the Constitutional revolt. Results show that the songs respectively reinforce the discourse of nationalism, liberalism, parlementism, democratism, socialism and secularism. The discourse of nationalism has centered on all the songs. Changing the place of music, new arrangement in poems and lyrics based on the freedom, power criticism and creating the modern and scientific form of music are the major features of this period.
