This tragic event highlighted critical deficiencies in urban management, including encroachments on riverbeds and a lack of effective coordination among public institutions. This paper examines the civil liabilities of these entities, focusing on their roles in both the occurrence and exacerbation of the flood's impacts. Through a descriptive and analytical approach, the research assesses the legal and operational responsibilities of the involved institutions, emphasizing the potential for foreseeability and prevention of such disasters with better legal adherence and institutional collaboration.</span> <span dir="RTL" lang="FA"> </span> <span>Materials & Methods</span> <span>The Materials & Methods section of the study employs a descriptive and analytical approach, focusing on evaluating the legal and operational responsibilities of the institutions involved in the management and exacerbation of the 2019 Shiraz flood.</span> <span dir="RTL" lang="FA"> </span> <span>Discussion & Result</span> <span>The results indicate that the Municipality of Shiraz was primarily responsible due to non-standard actions like constructions on riverbeds and inadequate preventive measures. Additionally, the Fars Regional Water Company and Crisis Management Headquarters contributed significantly to the exacerbation of the damages through insufficient supervision and coordination. The study highlights that the disaster was foreseeable and could have been prevented with more stringent adherence to laws and enhanced coordination among institutions<span dir="RTL" lang="FA">.</span></span> <span> </span> <span>Conclusion</span> <span>The study highlights the significant need for systemic reforms in urban management and disaster preparedness following the devastating flood in Shiraz. It points out that the Municipality of Shiraz did not adequately enforce building and environmental regulations, which significantly contributed to the flood's impact. Furthermore, the lack of effective coordination and oversight among various public agencies, including the Fars Regional Water Company and Crisis Management Headquarters, intensified the disaster’s effects. This research advocates for urgent improvements in regulatory compliance, infrastructure maintenance, and interagency collaboration to better protect urban areas from similar catastrophic events in the future. These steps are crucial for enhancing the resilience of cities and safeguarding the lives and properties of their inhabitants.</span> سیل فروردین ۱۳۹۸ شیراز یکی از ویرانگرترین حوادث طبیعی در تاریخ این شهر بود که منجر به جان باختن ۲۲ نفر، زخمی شدن بیش از ۱۰۰ نفر و خسارات مالی گسترده‌ای شد. این حادثه، به‌عنوان یک مسئله اجتماعی، ضعف‌های بنیادی در مدیریت شهری، تجاوز به حریم رودخانه‌ها و ناهماهنگی میان نهادهای عمومی را آشکار ساخت. این مقاله درصدد پاسخ به این پرسش است که مسئولیت مدنی نهادها و مؤسسات عمومی در وقوع و تشدید خسارات این سیل چگونه تبیین می‌شود. روش تحقیق به‌کاررفته در این پژوهش توصیفی و تحلیلی است. یافته‌های تحقیق نشان می‌دهد که شهرداری شیراز با اقداماتی مانند تغییر کاربری مسیل‌ها، ساخت‌وساز غیراستاندارد، عدم لایروبی مستمر و کوتاهی در اتخاذ تدابیر پیشگیرانه در وقوع این حادثه نقش داشته است. در کنار آن، شرکت آب منطقه‌ای فارس، ستاد مدیریت بحران و سایر نهادهای مرتبط نیز به دلیل کوتاهی در نظارت، عدم هماهنگی مؤثر و قصور در اجرای وظایف قانونی در تشدید خسارات مؤثر بوده‌اند. بررسی رابطه سببیت میان اقدامات دستگاه‌های مسئول و وقوع حادثه نشان می‌دهد که این رویداد نتیجه مشارکت تمامی نهادهای مرتبط در قالب اسباب عرضی بوده و مسئولیت بر اساس میزان تقصیر میان آن‌ها تقسیم می‌شود. https://socialstudy.ihcs.ac.ir/article_9987_d4fcc05bd8205c41fbe4f2645bf0c6b8.pdf
