Inconsistencies of Cultural Policy Making in Iranian Higher Education

Abstract
The purpose of this study is to provide a description of the inconsistencies of the cultural policies of higher education at present. In order to identify the values, priorities and goals governing cultural policies in universities, the thematic analysis method and referring to the texts that are the basis of cultural policies and have been produced in this field for the past thirty years have been used. According to the research question, the search for incompatible themes is focused on finding the inconsistencies that cause ambiguity and duality.

The findings of the research show that the inconsistencies in the documents can be divided into two theoretical inconsistencies and functional inconsistencies. Theoretical dissonance refers to the contradictions of cultural policies within the policies themselves and their content. In terms of the content within documents, theoretical inconsistencies include in-document inconsistencies, inconsistencies between documents, and functional inconsistencies identified in three types: inconsistency of goals and tools, inconsistency of documents with students' needs, and inconsistency of documents with academic man.
