Abstract
This study aims to analyze the impact of freedom of expression on combating administrative corruption in the public sector. The central research question explores how freedom of expression, independent media, and the legal protection of whistleblowers can enhance transparency and accountability in governance. Using a descriptive–analytical method and based on domestic legislation, legal documents, and international instruments, the research examines the interrelationship between freedom of expression and anti-corruption mechanisms. The findings reveal that freedom of expression functions not only as an individual right but also as an institutional tool for promoting transparency and governmental responsibility. Independent media act as the “fourth pillar of democracy,” exposing corruption, informing citizens, and compelling public officials to respond. Moreover, whistleblowing represents an ethical and preventive mechanism for uncovering administrative misconduct, though whistleblowers in Iran often face threats and retaliatory actions, indicating the necessity of stronger legal safeguards. A comparative analysis demonstrates that Iranian regulations remain fragmented and inadequate compared to international standards. Therefore, ensuring legal reforms, guaranteeing freedom of expression, and institutionalizing protective frameworks for whistleblowers are essential for achieving good governance and sustainable anti-corruption outcomes.
