The present article is to investigate the development and presence of feeling of being unfairly treated among the government functionaries in Tehran. Since this is a sensitive subject and both of those who treat others unfairly and those who are treated so, refrain from being known, the qualitative method is employed to conduct the research. The research is taken place in greater Tehran using conceptual sampling. After organizing the data and categorizing them the following results are obtained: The factors leading to the development of being unfairly treated are mainly two: intentional and unintentional. The unintentional factors leading to the development of such feeling are of four kinds:
The factors stemming from the insensitivity of the system to the varied circumstance leading to rigidity and/or being too sensitive to the circumstances to be cumbersome. Discriminatory conditions that lead to development of being unfairly treated which can be stemming from work and/or structural condition. Inconsistent implementation of rules because of irregularities which at times even with the intention to help.
Irresponsible statements made by men in the high positions leading to the increment of expectations among workers
