One of the main goals of the Constitutional Revolution in Iran in early 20th century was the establishment of “Law”. It intended to implement the rule of law in the administration of social institutions. Yet, it seems that there were some obstacles blocking the way of reaching these goals. There was a mistaken view of freedom as to do away with any kind of restraint among elite as well as intellectuals. Also, the habit of evading laws and ignoring regulations was institutionalized in the administration system. These were combined with other problems like autocratic decision making, red tape, and bribery that prevented major changes in these important institutions
