Abstract

Today, in terms of the development in the administrative system of Iran and Iraq, the study of the challenges of the administrative system in dealing with administrative violations with a cultural and social approach is felt more than ever. Because the existence of a desirable administrative system in Iran and Iraq requires examining the challenges in Handling the administrative violations of these two countries. Administrative violations in both countries are defined as undesirable or illegal actions of government organizations and other public institutions. Therefore, the main question of this research is about examining the challenges of the administrative system in dealing with administrative violations with a cultural-social approach in Iran and Iraq. In response to this question, based on the findings of this research using a descriptive and analytical method, the influence of discriminatory culture, the weakness of the legal structure, organizational corruption, lack of education as the challenges of the administrative system in dealing with administrative violations with a socio-cultural approach in Iran and Iraq was deduced
