Abstract
Social values and norms are key topics in sociology. To truly understand and analyze these concepts, their nature and relationship must be explored comprehensively, considering all aspects of human existence. It seems that up until now, with a purely material explanation of man, the description of these concepts has also become confused in theory and practice, and a path has been taken that does not fully correspond to the real and complete needs of man. The article attempts to explain the nature of these two concepts based on all human needs in all aspects of his existence, based on religious foundations and with the help of sociological theories, and by expressing the criteria of value in society, to explain the close relationship that exists between these concepts in different areas of society. For this purpose, the required information was collected using a library method, focusing on Nahj al-Balagha, and then processed using a descriptive-analytical method. The results of this research indicate that societal norms rely on a real or false basis, and societal norms can be divided into good norms and bad norms, and religious values cannot be separated from social values.
