The purpose of this article is to identify and analyze the functions of religious places in Qazvincity during the Safavid period. To achieve this goal, descriptive-analytical method and library resources have beenused to collect data. The approach andtheoretical model of the research is based on Parsons' theory offunctionalism, which considers places of pilgrimage tohave obviousand hidden functions insocial, cultural, political and economic dimensions.According to Parsons' theoretical model, there is adialectical relationship between activities andfunctions on theone hand, and dialectical interactions between functional dimensions onthe other hand, where predetermined goalsand objectives are implemented. The findings and results of the research showed that the shrines were considered as an important part ofthe identity and culture of the Shiite society of the Safavid government against the OttomanTurks andthe Sunni Uzbeks. The cityof Qazvin waschosen asthe first capital ofthe Safavid government due to its distance from the threat of theOttoman government and its location onthe communication route between Eastand West.As one ofthe main cities of the Safavidperiod interms of political and social influence, thiscity ledthe Safavids to pay attention tothesacred and pilgrimage sites ofthis city.Pilgrimage places, with their functional capacities, allowed theSafavid government touse them to achieve theirovert and hidden goals and to strengthen, evolve and dynamize the culture of their Islamic society.
